I hope someone can help, and quick!!
We're in a situation where we live in FL, and are matched with a bmom who is due any moment. She is a resident of TX, but the agency moved her to KS to give birth. We were told that this was to allow for better laws for termination, but we actually found out it was because the facilitator was not allowed to work in TX. We have now found out that the bmom is not a legal resident of the US, but she has had 4 other children in TX. Apparently her medical card will not cover her expenses if she gives birth in KS, and we have been told that since she is a TX resident, she can contest the adoption at anytime through Texas court. (is this right??) We are also being told that we can avoid ICPC because KS and FL are right to travel states????
Needless to say we are totally confused, and it seems that the fees keep going up and up. We have unfortunately already paid the "referral" agency $9200 and they are not returning our calls, and the agency SW in KS has yet to return our calls as well. We'd like to figure out if this is a legit process before we plunk any more money down, so all advice is welcome.
BTW---I would never recommend this referral agency, and she posts everywhere. PM me for the name!!

Holy Smokes!
Check if this agency is even incorporated/ licensed in the state.
Also, consider calling the Attorney GEneral's office, consumer law perhaps (depends on the state and how they divide this office).
IMHO this sounds fishy.
