Attorney help

Does anyone know how to make sure an attorney is a legitmate adoption attorney in Panama? I've checked with the Colegio Nacional De Alogados de Panama and she is not on it. This is simular to our Bar association but I am not sure if they HAVE to belong to it to practice law in Panama. I have also called the US embassy in Panama and they can not help me.

Thank you for any advise you can give me. We are now leaning toward using an agency.
