How do you replace a bad childs attorney?

I am trying to adopt a sibling group of three (girl 7, boy 6, and boy 2). Their children's attorney has not returned a phone call in the 4 months we have had the children. There were two hearings during this period which the attorney showed up completely unprepared. (I have not attended the hearings due to the Children's father being very violent and therefore we are anonymous.) The reports about his bad performances has been delievered by the social workers. Thus, we need to have him removed. Does anyone know how to get it done?

In CA the attys for the children are from the DA's office. I would call and ask for that person's supervisor and go from there. If the SW feels that the atty isn't doing their job, they can also complain.
