Well folks here it is. I finally got some reliable info on how adoption in Rwanda works. The country is open and waiting for parents who are looking for children. If there ever was a need for adoptive parents this place has it. This information was gotten from a friend of mine in Rwanda who has been through the process. We are planning on adopting from there as soon as we are able. Just a quick question before I include the info though, what all is involved in a home study? What are "they" looking for and how does one get that done?
We are happy to answer these questions. As you know we finalized the adoption of our Rwandese daughter in May 2005 so we are familiar with the process.

From the day we identified our daughter to the day we brought her home it took about four months. It is also very inexpensive when compared to adopting from other foreign countries. Your largest expenses would be traveling to [/font][/font][font=Arial][font=Arial]Rwanda[/font][/font][font=Arial][font=Arial] and the immigration fees for the [/font][/font][font=Arial][font=Arial]US[/font][/font][font=Arial][font=Arial]. The actual fees in [/font][/font][font=Arial][font=Arial]Rwanda[/font][/font][font=Arial][font=Arial] are less than $500. [/font][/font][font=Arial][font=Arial]

Foreign adoptions are being done but people are acting on their own behalf or using someone in [/font][/font][font=Arial][font=Arial]Rwanda[/font][/font][font=Arial][font=Arial] to assist with the process. The vast majority of adoptions are by people coming from [/font][/font][font=Arial][font=Arial]France[/font][/font][font=Arial][font=Arial].[/font][/font][font=Arial][font=Arial] [/font][/font][font=Arial][font=Arial]We know of an American couple from the [/font][/font][font=Arial][font=Arial]US[/font][/font][font=Arial][font=Arial] who has recently begun the process of adopting in [/font][/font][font=Arial][font=Arial]Rwanda[/font][/font][font=Arial][font=Arial]. How would we find a child that we would be allowed to adopt, and who would we need to be in contact with to make that happen?[/font][/font][font=Arial][font=Arial] [/font][/font][font=Arial][font=Arial]One of two ways you could travel to [/font][/font][font=Arial][font=Arial]Rwanda[/font][/font][font=Arial][font=Arial] and identify a child at one of the many orphanages in the country or could ask someone living here to find a child for you. We have only worked at one orphanage that, from what we have determined, appears to be placing most of the children in adoptive homes. [/font][/font][font=Arial][font=Arial]

The children at the orphanage we have worked with test all the children for HIV/AIDS. Most are brought to the orphanage at birth having never been breastfed which decreases the chances of exposure to HIV. [/font][/font][font=Arial][font=Arial]

[font=Arial][font=Arial]5.How do the national people feel about whites comming in to adopt children? Are they ok with the idea or are there negitive feelings about it? [/font][/font][font=Arial][font=Arial]It has been our experience that they are very support and receptive to foreigners adopting children. [/font][/font][font=Arial][font=Arial]

[font=Arial][font=Arial]6. Is it possibal to adopt a very young child, under the age of 18 months?[/font][/font][font=Arial][font=Arial] [/font][/font][font=Arial][font=Arial]Yes. Newborns are placed at the orphanage every week. Many are never adopted and will spend their life at the orphanage. Sadly, for various reasons children are rarely adopted by Rwandan families.[/font][/font][font=Arial][font=Arial]

[font=Arial][font=Arial]7. What do you think about us or anyone adopting out of [/font][/font][font=Arial][font=Arial]Rwanda[/font][/font][font=Arial][font=Arial]? Is it wise, is it doable, and if we did would you or others be able to help us?[/font][/font][font=Arial][font=Arial] [/font][/font][font=Arial][font=Arial]We would recommend adopting a child from [/font][/font][font=Arial][font=Arial]Rwanda[/font][/font][font=Arial][font=Arial]. Yes it is wise and very doable. As there are no agencies working in [/font][/font][font=Arial][font=Arial]Rwanda[/font][/font][font=Arial][font=Arial] you will need someone here that is trustworthy to assist you through the process. There is some leg work that has to be done here in order to keep the process moving in the right direction. It is relatively simple but someone needs to stay on top of it and keep the paperwork flowing from place to place. [/font][/font]

[font=Arial][font=Arial]To get the process started you will need to file form I-600. You can get the form and instructions off the Internet. You will also have to have a home study. The home study must be prepared by an entity licensed/authorized under law of the State of the orphan֒s proposed residence in the [/font][/font][font=Arial][font=Arial]US[/font][/font][font=Arial][font=Arial]. Contact your State Child Services Division for a list of approved people and/or organizations to conduct a home study. [/font][/font]

[font=Arial][font=Arial]There are other documents that need to be submitted in [/font][/font][font=Arial][font=Arial]Rwanda[/font][/font][font=Arial][font=Arial] in addition to the home study. [/font][/font]

We are just beginning to gather information on how to go about starting the process of adoption out of Rwanda. Does anyone have current information about how easy or difficult it is, general costs/fees, rules/regulations (I am 50, my husband is 55), can you go there and choose a child, are there agencies, etc or could someone point us in the right direction where we might get some of that information. They said working with an agency - any agency - to adopt from Rwanda was ILLEGAL. You should proceed with an independent adoption. They said they will investigate the agencies that are advertising rwanda Programs because none of them are registered with the Ministry and the Ministry is not taking any agencies. Please do your research before you pay an agency and then find you cannot proceed - just inquire directly with the source - they even have a website and they speak English.

Do you know what the website address is? The agency I'm going through for my China adoption says they have a Rwanda program, however my husband & I are too old to adopt under their guidelines. I'd be curious to know whether the age restriction is a Rwandan requirement or the agency's requirement.
I believe that the orphanages must be the source of the referral, and do the paperwork for the adoption. Any agency working in Rwanda works with one or more orphanages, in order to locate children available.
I know that our old agency, who is very large and well-respected, is beginning a Rwanda program, and they DO have a license from Rwanda, not to "place" the children themselves, but to work with the orphanages to find families for the ORPHANAGE to place the children in. Believe it or not, there's a difference. One is okay, the other is not.
So, yes, you can use an American agency to help you adopt from Rwanda, just as the Europeans have been doing for years.

After reading the U.S. Embassy's website in Rwanda and the State Department's website, it seems to me someone in the Rwanda Ministry is giving incorrect information. Although there are no U.S. adoption agencies registered in Rwanda, they are definately working with the Rwanda Ministry to make (international) adoptions possible.
