Yes it's possible. You'd have to do your own outreach and networking for sure. You should also expect it to take a longer time.I'm not sure if you can do it with an agency for less than 20k, but you can do a private adoption through an attorney, where you found the emom yourself, for less than that for sure.
It also depends on your parameters. If you are open to special needs, there are at least a couple of special needs-specific programs that are less. Kids would likely have either significant substance exposure, medical issues, congenital abnormalities, or significant family history of mental illness.
