A great way to get started in the adoption field is to contact the Division of Youth and Family Services. DYFS is the largest adoption agency in NJ and you can learn a lot about domestic adoption in this manner.

Also, in the State of NJ you need to be an LSW to complete homestudies which is the backbone of adoptions. (An LSW is required for international homestudies to be valid) My suggestion would be to go for the Masters program. Rutgers has many different MSW programs to choose from and this will allow for many more job opportunities.
