info on ICPC

There is a possibility that I will need to begin the ICPC process to adopt a girl from Illinois. I live in Missouri. I've been looking for information about the process, regulations, etc, and haven't found much. My CW will obviously be in charge of everything, but she is brand new and I'd like to know what's going on. Can anyone offer any help or suggestions?
