"The keys of the kingdom of heaven, conferred upon Peter by the Lord Jesus Christ (Matt. 16:19) and restored to the earth in recent times (D&C 110) by the prophet Elijah, who was custodian of this power anciently (see Mal. 4:5-6), include the authority to "bind and loose" on earth, with corresponding effect in heaven. Currently this power is held and exercised only by the president of the church and others upon whom it is conferred by him or at his direction. Once a sealing ordinance is performed, only the First Presidency can approve a change in sealing status, including the cancellation of a sealing (General Handbook of Instructions, 6-5 through 6-7).
The First Presidency may cancel temple sealings when the circumstances of a request for cancellation warrant it."
I tried to look it up under LDS social services and this is all I found on the subject. So yes each case would be handled personally and decided directly through the first presidency.

Also, you can always ask the temple presidency as well.....but the stake pres would be my first stop personally...Also, the sealed parents may give permission to release the sealing....my single mom friend may get married again later, but her kids were sealed in her first marriage, so she'd need ex-hubby's (totally out of the church now) permission to break the sealing, so the kids could be sealed to her new hubby and her...should she ever remarry..
Temple sealings of married couples are on occasion cancelled, but there has to be some serious reasons. However cancelling sealings of children are almost never given. There would have to be some VERY serious things going on for that to happen, not just covenant breaking. Not sure about parents giving permission, never heard of that happening.
My BIL married a a girl who was married in the temple and had two girls. The husband died while she was pregnant with #2. Before his death he got into drugs, serious gambling, prostitutes and knocked her around a couple times. The sealing was cancelled for her and she married by BIL in the temple but first presidency said no on cancelling the girls sealing (she wanted them to be sealed to BIL).
OK, so this is what i found out about sealings. it is an ordinance, like baptism. it does not have to be redone because they were adopted. we changed the kids names on their birth certificates, then on church records. now when our records come up the new kids are on there along w/ our other children which were either bic or sealed after adoption. the records look as if the kids are sealed to us and not to anyone else. their bparents records have no record of them. interesting, i know. i thought you all would be interested.
