I don't know if anyone knows someone who started two different adoptions at about the same time. I mean from two different countries. I heard about a few people doing that, and I was wondering if anyone could help me. I heard of someone adopting from China, but since it might take 2 to 3 years to get their baby, they are considering adopting from Vietnam in the meantime. I will be interested in adopting from China (will take at least 2 years) and South Korea ( will take at least 1 year). Will it be possible? Is it up to the agencies?

Your agency decides and I doubt that they will allow it. Several agencies that work in Korea already have rules preventing you from adopting more than one child at a time and they mandate that there is a one year gap from the time of your child's arrival from S. Korea until the next adoption.
Furthermore, the government of China now has fairly detailed rules that in effect discourage this practice. In particular, the new Chinese law states that at the time of your application (which is when your dossier is logged in), the youngest child in your house should be at least one year old (you can get this information on the US state department website). Your agency would probably put a stop to your Chinese adoption if another child were adopted after that point -- they would probably do this to be in compliance with the regulations and so as not to risk the Chinese government's discontinuing working with them.

I have a tricky question that I am hoping some of you might be able to help with. If you have adopted two children on the same USCIS approval from two different countries (you got one child, then submitted I-824 I think) -When you picked up your second child in the second country- DID you have to pay a second fee to USCIS???
(In both of our adoptions when we adopted two from the same country we had to do this) I have a friend adopting from China- then Vietnam and we are wondering about this.

We are (were) adopting from Guatemala and Haiti at the same time. Our little girl came home from Guatemala in November and we are still waiting on our little Haitian boy.
A lot does depend on your agency and homestudy social worker. We are actually going through one agency for both of ours and they do not have a problem with it.
We did have to pay two USCIS fees and this is my understanding of why. When you fill out the I600A, you can only state one country on it. The approval is then forwarded to that country's US Embassy. So in order to have approval at both Embassies, you have to have one form for each.
In our case it's worked out wonderfully. Our little girl has been home from Guatemala for almost 4 months and our little guy will not be home probably until late summer or early fall (Haiti is long and we knew that going in).
I am almost done with the paperchase phase for China. Now that I realize that it may take 24 months for a referral, I contacted my agency to see if it was OK to double apply (with Colombia in my case). I am using one of the China only agencies.
Here is my agency's reply about this:
"CCAA will allow simultaneous adoptions, but they require that the other child you adopt be in the home at least 1 year at the time of placement of your Chinese child. Depending on how long it takes to complete an adoption from Colombia, it is possible that you could pursue both at the same time."
