Hi, I know when you have finalized you submit your paperwork for the $2,000 reimbursement, but does anyone know how it works when you are adopting from the foster care system?? Our first thought was we would not get anything. Since our out of pocket costs have been associated with set up costs and the reimbursement does not cover that.
you might try this site:
Military Adoption Benefits - Special Needs, Child, Children, Family, Military, Parents, Program, Age
It says that your are eligible after the adoption is finalized but the adoption must be arranged thru a non-profit agency. That page has good information on it for military situations and such. hope it helps.

Can you get help for a state adoption? My husband and I are finalizing our adoption in 2 weeks and I didn't think we would qualify for this. Our son does have some issues including sensory integration and RAD due to in utero drug use and being bounced around the system for his first 3 years of life but physically he is doing good. The state will be giving us a subsidy for him and I thought the military would only reimburse for a private adoption so I never looked further into it.
we adopted our daughter thru California social services (fost/adopt). most likely, you won't have anything to claim for a State adoption (state covers everything) and you will get foster care pay until the adoption is final (in our daughter's case took 14mos) and you could even qualify for payments until the child is 18yrs. we also qualified for wic (formula, milk, etc) while she was still a foster/adopt child.
the only out of cost was $20.00 to file the paperwork with the courts. did you go thru a agency to adopt thru foster care? if so, did you pay for a HS? the county does not charge but, some placement agencys might...if so, then you could claim that (if they are non-profit).
your start up costs (bed, toys, clothes, etc) are usually recouped when you receive your montly foster care payments (unless you are a big shopper, like me) :) hee hee
congrats on your decision to adopt....adoption is very up and down and with state adoptions there are so many unknown (with fost/adopt) whether or not you will have the child forever...it can be very hard emotionally but, it can happen!
***also wanted to add....depending on your state your child may also be considered special needs. then you would qualify for the $10,000 tax credit (no matter how much you spend)!!!!
per our social worker, California's foster care children are almost all cosidered special needs (age of child over 3, sibling group, race, drug/alchohol exposed,etc)....my daughter is healthy happy and is considered special needs due to race (hispanic)!!! yes, we were shocked by that too (my husband is hispanic) :) we have one more year to claim the rest of her tax credit (you can roll it over for 5yrs)...and in our case we opted not to receive state payments after her adoption was final.

mommy to ally almost 5yrs (fost/adopt)
and wild boy samuel 2.5yrs (guatemala)
Thanks for the info chrisa. I didn't think we could do anything but wanted to make sure.
We are only certified to adopt not to foster so up til the adoption is final we get a very small amount each month for subsidy and can get more for clothes, trips, school etc. But as soon as it is done we will start receiving a regular subsidy because of his past.
