Passport

Hey everyone. We are in NY but our baby was adopted in Michigan. We are three months into our finalization but hope to go to England to visit DH's family for xmas. We are trying to get the baby a passport using a letter from the judge and a special form from the government since we don't have the BC yet. But our attorney said it rarely works. Has anyone else tried to get a passport pre 6 month finalization? Thanks.
