This one has potential to get heated.

The father is very defensive about the situation, stating continually that he disclosed everything to the agency about the DUI, and gives a sense of urgency for help.
Frankly, I'm not sure how anyone can help. Essentially, he got a DUI after they were waiting for a referral.
In a nutshell: USCIS did not know about the DUI offence. Now the Feds will not allow the wife and daughter back to the US (probably because the approval would not have gone thru if the DUI would have been disclosed in the first place).
There are a few parents that are stating their minds about his DUI offence, regardless of what he says about being able to reverse the charges.
Between his defensiveness and others belief that this adoption should not have occurred with a recent DUI, the emotions can have potential to talk loudly.
