Foster Care?

What are the foster care programs like in Taiwan? My DS is from Guatemala, and he had a wonderful foster family who loved him very much. He has adjusted so well and I really believe that the love of his foster family is responsible for this. I've read that foster care programs have a higher cost (makes sense) and shorter wait times (not sure if I believe that).
