how do I become an adoption facilitator?

Good Morning, I have been considering become an adoption facilitator, but don't know how.... I am originally from Brazil, but married an American guy and lately became an American citizen. My husband and I intend on adopting from Brazil and when we first looked at agencies we got shocked. Adoption in Brazil is free; still, those agencies charge a fortune that I do not understand.... There are so many kids in Brazil who need loving parents... I wish there was a way I could help those adoptions. I can see why people don't want to adopt from Brazil (costs specially). I am a physical therapist for the school district and have lots of free time in the afternoon and thought of helping couples to adopt from Brazil as a "hobby"/volunteer experience.... Anyone knows how I should proceed? Thanks!!!
