huh? i know i've only done one international adoption. but agency was in another state than me too....and i don't remember there being an icpc....is this right?
This is totally a guess, but I think with India adoptions, like with Korea, the child comes to the US under a decree of guardianship? I thought the parents were granted the guardianship, but maybe it is the agency? And thus the ICPC? Would that make sense? I am not sure but that was my guess. :)

Not all international adoptions are the same.
In this instance - the child hasn't been adopted - she was granted guardianship and the guardian manager (the technical name escapes me) is likely the amerian adoption agency in Texas - thus requiring ICPC.
Learn something new every day! I never knew that either...thought you couldn't bring your kid into the US without finalizing the adoption in their country. (then you refinalize/readopt etc. here)
