I think it depends on which country you live in -- I don't think all of the countries in Africa allow international adoption & the ones that do all seem to have different rules. You could try going to [url=http://www.rainbowkids.com]RainbowKids.com Adoption Information, Support, Child Photolistings, Articles and Resources[/url] and looking in their agencies section to see which U.S. agencies are licensed to work work in your country (I don't know of any equivalent site for Europe or Canada, unfortunately) & then contacting those agencies.
