ISO birth family of my grandfather born: 6/16/1918 or 7/4/1918

I am in search of the birth family of my grandfather who was born either 6/16/1918 or 7/4/1918 (conflicting documents). I believe he was born in Richmond, VA. His adoptive name was Thomas William Chappell. He was adopted by Elbert and Nellie Chappell and grew up in Belvidere, Perquimans County, North Carolina. His birth surname may have been Ellenor but I are not sure.
