Is it possible to adopt healthy child from Ukraine?

Hi everyone ! I need this info to help a friend who is there to adopt. Does anyone know if people have to pay ''extras'' to have healthy children ? They want a child under 5 years old boy or girl. They just present them sick children and serious sickness. So if anyone knows and can help that would be appreciated. They work with an agency. Thank you all for your help
