Would removing MO income tax remove the adoption tax credit?

I was reading about how some are proposing to remove income tax in the state of MO and replace it with higher income tax. Has anyone heard or have any idea how this would affect the MO adoption tax credit? Would we lose it entirely. I'm not sure if you can get a credit without income tax and I suspect this is where some of the "extra" revenue would come from.
