Please help - adoption tax credit qs

I always thought you had to wait until you finalize a domestic adoption before you can claim back any of your expenses. I just read a thread where someone said you do not need to wait until then, that you can claim the adoption tax credit the tax year after you pay the expenses.We paid all our adoption expenses in 2007 and are yet to be matched. We never claimed the adoption tax credit as we thought we had to wait to be finalized. Can we claim this now then?Thanks.
