They will have to register with the NYS Health Department Adoption Reunion Registry - if Jerome has also registered, then both parties will be notified.
Is it possible that Jerome's name has been changed? If so, they can still register with the state and attempt to locate him using his birthdate.
They should also contact the agency or other organization that handled his adoption.
