Talking to Birthmom for First Time

Was supposed to have contact with the birth mother twice this week but each time she did not answer the phone. She indicated every day this week to the social worker that she really wants to talk to us, but hasn't followed through with it yet. My husband and I each wrote her a letter and e-mailed it to her, per the social worker's suggestion. Maybe she's too nervous to talk to us right now.
