I have a certified copy of my IL birth certificate which lists my adoptive parents as my mother and father. Recent IL legislation will allow me, with my birth mother's approval, to see my birth certificate next November. Does this mean I will see a birth certificate with my natural parents listed as my mother and father, or will I just see what I have in my possession now?
You will have access to your 'original birth certificate' - which lists your birth parent(s) on it.
Sometimes, it only lists the mother, others it will list both mother and father.
The one you have now, the "amended birth certificate" is your only legal certificate and you can obtain a copy of it at any time without anyone's approval.
It's only the original certificate they will 'allow' you to have 'access' to with 'approval'.

Currently Cook County DCFS has all of the Easter House records, but are not allowed to give access to anyone, even those of us adopted through Easter House, who should legally have access at 21, or 18 with our parent's signatures. The 'original birth certificate' will have the name of your birth mother, and possibly your birth father. However, if either of them filed with the state to seal their half of the record, it is going to be much harder to get access.
