Hi there. DH and I may be temporarily relocating to Germany next year for 3 years. I'd hate to put our adoption journey on hold during this time (we have been trying to adopt domestically independently and via foster care for 2 years), so I'm trying to revisit international adoption.
I am told that it is possible to adopt while temporarily abroad. Domestically, we were looking to adopt a Hispanic child. While in Europe, I'd like to consider adopting a Romany ("Gypsy") child. We'll consider either sex, up to about age 8 or so, learning disabilities OK.
Which European countries should we focus on if we were to adopt a Romany child? Would it be possible to adopt a Romany child from Germany?

(I cross-posted this in the Poland thread bc I am from there and know there is a Roma population there, though I don't know that there are Romany children available for adoption in Poland.)

Would I be able to request a Romany child in other countries? Where can I get more information about adopting from Bulgaria or Romania? Are independent adoptions possible in these countries? I've met one lady who adopted independently internationally from Russia. I'm also concerned about the cost...?

adoption.state.gov is a good place to start for country specific information.
