Terry Burgess or Burchett - Foster care Ohio

I am searching for a Terry Burgess or maybe Burchett who was in foster care in Montgomery County Ohio in the 1970's. My parents were his foster parents before I was born in 1978 and have looked for him for years with no luck. They would love to find him. Any information would be greatly appreciated!
