Hello! I need some information please. My 7-yr-old's biodad hasn't contacted her at all in over 6 months; before that time contact was always irregular and infrequent (ranging from every few weeks to every few years). I live in GA, where my daughter was born, and he is believed to be in SC where his family lives, though OCSE has attempted unsuccessfully to serve him. He is over $10k behind in his child support to me. He has another child with another woman, who now lives in a third state; she has never filed for support and it has been years since he contacted her daughter.
My husband and I have been married for only 6 months, but he has been her father-figure and a steady, loving, and parental figure to her for the last 5 years. His attempts to locate her biodad are the reason for the last contact. We would like him to adopt my daughter, but her biodad cant or wonҒt be located, and probably wont voluntarily consent.
Can someone tell me where to start? Hiring a lawyer may be out of the question financially for the moment, but IҒd at least like to know how to get started, what information/documents Id need, etc. Thank you for any help you can give!
