It may depend on the jurisdiction. Here, at age 12 I believe the child actually has to agree to the adoption at time of finalization. Before that, they may take the child's wishes into consideration, but they're not considered mature enough to make the final decision on their own.

My daughter was given zero input. She was 9 at placement and 10 at finalization.
