PA has closed records laws and does not have a state adoption registry that you can sign up for. If your parent is still alive she/he can sign a waiver and place it in the adoption file that will allow your sister to obtain her original birth certificate (adoptees birth certificates are amended at the time of adoption to show their adoptive parents gave birth to them). It would be good to do even though it only helps if she requests the OBC. The link below provides details on the current law. Getting laws changed in favor of adoptees rights is really hard as the adoption lobbying groups with the money and resources oppose our right to know who we are - so they can use every bit of support available so ask your family and friends to also write letters.
