BIG QUESTION????? My wife a Green Card Holder sister in the Philippines just gave birth to twin girls. Her husband and her cannot afford any more children. They have seven at this time no more room no more money and called my wife and asked if we wanted one or both forever. Both husband and mother is wiling to give up all parental rights if we would take them.
What do we need to do to adopt and get these babies to USA?
I am planning on making phone calls in the morning to INS but any help now would be appreciated!!!!!!!!!:thanks:

First off, least one spouse MUST be a U.S. citizen to bring a child to the U.S. on an adoption visa. You indicated that your wife is not a U.S. citizen; if you ARE a U.S. citizen, you may be able to bring your nieces to the U.S., but if you are not, you will not have the right to do so.
Since both the U.S. and the Philippines are Hague-compliant countries, if you ARE a U.S. citizen, you "might" be able to qualify to do a Hague adoption. Please read the website of the U.S. State Department, with regard to adoption from the Philippines AND with regard to what a Hague adoption involves. The Philippines WILL approve some Hague adoptions involving the children of relatives. You will have to be sure that the Philippines considers the children to be close enough relatives, and also does not feel that there will be anyone living in the Philippines who would be better qualified to parent the children.
Be aware that for NON-HAGUE adoptions, the U.S. does not allow the adoptions of overseas children who are currently living with married parents, even if they are your relatives. However, you MAY be exempt from this requirement, given that the Hague rules would apply.
Because of the complexity of a Hague adoption, you would do well to consult a Hague-accredited adoption agency in the U.S. You can find a list of such agencies on the State Department website.
