I can share some of the stories I've heard, but I don't have first hand experience going after that age range. We were told that the only way to get a young infant/toddler was to foster-adopt because you are the first one asked to adopt the child if they become available. Regular adoptive homes have to wait in line and compete with one another because they have no connection to the child. Now, the likeliness of TPR depends on the situation. Are you only dealing with a single parent or two separate parents? Is the mom having a substance abuse problem? And if so, is she sticking to a treatment plan? Are parents showing up to the meetings? Has mom TPR on other children? From my understanding, at any age, if the parents are trying (even if they aren't succeeding very well) judges are hard pressed to TPR. If they aren't sticking to treatment plans, are staying with abusive partners, aren't showing up for visits, or anything that is not helping themselves and showing love/concern for their child, then they are more likely to TPR.Hope that helps some.
