We live in VA, however we've been contacted by a friend of a family member who is pregnant and considering adoption. I've read on the Interstate Compact on the Placement of Children about adoptions in both VA and AZ, but I'm still lost. I also read on the Arizona State Legisture site and it says the adoptive parents have to be a resident of AZ. But it doesn't state that on the Interstate Compact on the Placement of Children site. Has anyone here done an independent adoption out of state? Does anyone have any advice on how to even research the laws and get more info.?

Honestly, I think people adopt across state lines all the time, private adoptions. I think you need a good attorney, not an agency. If the child isn't in foster care, I don't think "compacts" are relevant -- but I'm *not* an attorney!!!I know people who've adopted privately in similar situations, although it was within the state. In my experience of dealing with family matters, most attorneys are willing to talk to potential clients, briefly, about their situations. They hope to have you as a client. Try googling "adoption attorneys" or "private adoption attorneys" in your local area, and see if any of them have "position papers" online about adoption.Or google "interstate private adoptions".Best of success to you in this, and the best to the other family as well.

I am only posting for information on others looking in to this as I am sure your question by now has been answered in your case. To my knowledge, an Interstate Compact is required in ANY adoption where a child will be taken across state lines regardless of if the child coming to a new state through agency adoption, independent adoption, or through CPS.
