Question on legalities of matching process

Hello!

My husband and I are in the process of our home study. The agency we're planning on using for the actual adoption (different one than the one for the home study) apparently matches adoptive parents with birthmothers even before they're homestudy-approved. Is this legal? We need advice.

It's legal because a match with an expectant parent has no legal standing. There is nothing signed and the expectant parent retains all his/her rights.
