Birth index doesnt match up to Mecklingburg Deeds

I have searched the Birth Index and found 15 children born on my birthdate in Mecklingburg County but the Register of deeds have only 13 listed, is it possible that they dont record adoptions in 1970 at the CourtHouse?

I am not sure about the county your looking in, but I was told that many adoptions before 1990 are considered closed adoptions. Which in my case means are records are sealed.

Sealed records have nothing to do with birth index. They have to record the birth .........

Possible, or could it be one of those births was a still born, or twins...something that would have fewer records?
