Have you gotten back in touch with the agency since then? I think that's probably your first step. Try to actually talk to a person and ask what happened to whatever you filed with them before. Then ask them and your state for non-identifying information. Depending on what state your adoption was finalized in, the laws on what you can get and how will differ, so look around on this site, which has a synopsis of the laws of each state and information on how to search. I think it's WAY to early to think there's no hope. Keep at it, and good luck!
