Infant adoption agency advise

Hi All, My husband and I reside in Minnesota. We are planning to adopt domestically and looking at various adoption agency options in MN and outside the state. Today I have a consultation appointment with Children's Home Society and Family Services (CHSFS). Any feedback on the agency will be helpful. We are open to adopting from other states......in fact preferred. However, since we are Green Card holders (not citizens), the State Statutes might not allow. We have got a confirmation that State of Minnesota allows Green card Holders to adopt domestically.....not sure about other states!! OR does it go by the State where you reside??!! Your suggestion/advise will be highly appreciated.
