What are the laws in SC?

I have just been told that since my adoption was finalized in SC that I have to petition them to get my records unsealed rather than NC which is where I was in foster care and the adoption started...Anyone know the laws pertaining to my info? Do they give ID'ing info and how easy would it be for me to get my records? My birthparents are deceased and NC tells me that I would have to pay them 150.00 to 200.00 for formal search to be done although I have my birthmother's death certificate and my birthfather's murder was in the news in 1981 and they know about that already...So why do a search? Just to make money coming and going off the adoptee???
