I wanted to ask if anyone can share their experience of should I submit the I600A before I recieve the home study in an effort to speed up the process or should I wait for the home study in order to submit it with the I600A. The I600 will be submitted in the country of adoption in this case Ukraine.

I would check with your homestudy agency regarding the requirements of your local USCIS office. Many will not even accept the I600A without the homestudy. Others will accept it but they just hold it until the homestudy arrives and filing the form first doesn't do anything to speed up the process.

I wouldn't bother. Even if a USCIS office accepts an I-600A without a homestudy report, it won't even start to review the document, or give you a fingerprinting appointment, until the homestudy report comes in.

All I-600a and I-600 applications are now processed at NBC in Missouri. (unless I600 is filed in country)
No apps go to local offices anymore. I agree with Sharon, they won't do anything with your app until the HS is there. I would not take the risk of sending them separately. NBC gets thousands of pieces of mail each day, too much risk that your app and HS never get put together for me. Send them together.
