agency recomendations for older child foster adoption?

I've met someone in the past who adopted several times through foster care (straight adoption) for minimal costs, and the kids were all under 10, with varying levels of behavioral needs. We're in northern VA, and the only agency we've found will only work with us to find children starting at age 9. Could anyone PM me a recommendation for an agency that also places younger older kids (say, 6-8)? We'd be open to siblings, and possibly ethnicity.
