I have only fostered infants & toddlers. I only have had three cases so I'm not sure if this is typical or not. Case 1. Child removed for neglect, alcohol abuse of parents, and domestic violence parents had 6 months to show significant progress on their plan or case would go to adoption. We were a concurrent placement. At the 6 month review, parents completed the plan with flying colors. I keep in contact with this family because they are relatives. They have kept most of the changes and are doing well 4 years later. Case 2. Child removed for neglect, criminal activity of parents, and drug abuse Parents were given an extention at the 6 month mark because it looked like they would complete their case plan on time. Child RU with mother at rehab facility at 11 months. Mother couldn't handle it, abandons child at the rehab child comes back into care. Goal was then changed to adoption. Case 3. Children removed for neglect and drug abuse. The exact same scenario as case 1 happens at 9 month mark. Mother signs consents for adoption, father disappears. THe children will be adopted by us as soon as TPR is done on the father, hopefully tomorrow.
I think the problem lies in that people go throught the motions to get their kids back, but don't buy into the change. They go right back to the environment they had before the kids were taken. Its very very difficult. :(

The time parents get to work a plan for small children (o-3) is 6 months, but the parents can get an extention of an additional 6 months if significant progress is made by 6 months and reunion is very likely. Older children get up to 18 months. The court is supposed to file TPR on parents at the 12 or 18 month mark but that takes approximatly 4 months. So with all the continuances, extentions, rescheduling, etc most kids I know are not adopted until the 2 year mark.
Are you considering adopting from foster care?
I was foster-adopt and straight foster. All my placements were straight foster and two of the three went to adoption. I don't think its typical, but it happened to me. Two of my placements were related to me, my sucessful RU and now the kids we are adopting who are my FFDs nephew and neice.
In our area, almost all the kids that come into care have a goal of RU. Most that are adopted are adopted by their foster parents. We don't have a formal foster-adopt program here. Not all areas do.
