I don't know that there is a country that fits all these criteria. It kind of depends on what you mean by not a very long wait time and minor special needs. The countries that come to mind are Korea (agency wait depends on the state where you live) and the China special needs program, but the special needs there might be more than you are ready to accept.

Asian countries tend to have strict requirements. You will need to determine the countries for which you qualify. Go to the U.S. State Department's adoption website at adoption.state.gov and, for each Asian country, look at issues such as sexual orientation (Asian countries do not welcome gay and lesbian clients), marital status and length of marraige, physical health status and BMI, mental health status and use of mental health medications, history of alcohol or drug abuse including DUIs, number of divorces, number of children in the home, criminal history including misdemeanors, etc.
Also, remember that some Asian countries have become sufficiently prosperous and modern that they have reduced their dependence on foreign adoption. As an example, Korea's numbers are WAY down. It's still possible to adopt from Korea, but don't wait too long, as the program for healthy infants and toddlers and those with relative minor special needs may well close in the next couple of years. China has also reduced its need for international adoption, except in the area of special needs and older child adoption. It's NOT worth applying to the NSN program, unless you are prepared to wait at least 5-10 years -- by which time, the program could be closed.

Yea. Allot of the asian countries seem to have very strict requirments. I am not married but I have a boyfriend and we don't know if we will be married anytime soon. Waiting for Kazakhstan to see what their new requirments are when they re-open this spring/summer . What I am concerned about is I need a county that allows applicants who take a small dose of anxiety medication. Do any of you know about any other countries that do allow that? Does not have to be an asian country.
A lot depends on what your doctor states about your health, and on how your homestudy presents the information about your treatment for anxiety. Also, if you are a terrific candidate in other ways, some agencies will try to get waivers in countries where they know that such waivers are sometime given. Now, China is not a good choice; it is pretty categorically opposed, but I wouldn't rule too many other countries out completely. It's worth talking to some good agencies about the subject.

Strike Korea from your list - they would not allow you to adopt a single person, and they have a length of marriage requirement so that even if you quickly got married, you probably wouldn't qualify. As for China, it is my understanding that you would have to be off the anti-anxiety meds and be open to significant special needs to adopt as a single.
