I am interested in finding out information on Algerian kafala/adoption...I see that the requirement is that one must be an Algerian citizen to adopt...Do both prospective adoptive parents have to be Algerian citizens or can only one be? Any information would be greatly appreciated!
If you are living in the U.S., one spouse MUST be an American citizen to bring an orphan into the country on an adoption visa.

Just to clarify, Algerian law would probably permit one Algerian citizen spouse to adopt. If both spouses had to be Algerian citizens, you would not be able to get an adoption visa to bring your child to the U.S. unless you lived overseas with the child for two years first. The U.S. Immigration and Nationality Act requires that at least one parent be a U.S. citizen if an adoption visa (IR-3, IR-4, or IH) is to be issued.
Please remember that Algeria requires an adoptive family to be Muslim. Algeria takes its religion seriously, and its adoption laws are based on Shaaria -- Islamic law. Your homestudy will probably have to show that you plan to raise your child as a Muslim.
