The MOJ has a list of waiting children with a variety of special needs. Some are more severe some are less. Depends on what you are open to. Children with mild special needs tend to be referred prior to being placed on the list from what I have noticed. The youngest children being referred are around the 16-20 months at time of referral and all of those have some type of medical special need. The wait for a healthy child under 3 is going to be at least 3 years from the time you are registered with the MOJ. You might want to join the Bulgaria-Adopt Yahoo group, it is much more active than the Bulgaria group here.

Usually agencies give a partial list to their clients (the list is over 1000 pages last I knew). I believe it is also on the MOJ's website, however sometimes those links do not work right and then you have to use some kind of translator tool to switch it from Bulgarian to English (not always a clear translation). Several agencies also have info and pics of waiting children that they are trying to find families for.
