Bio parents moved out of state?

Hi everyone! We are fostering a little girl and a little boy and we have had them for 6 months. We would like to adopt if the case goes in that direction. Here is the issue, the bio parents are from another state that is 1,000 miles away. They have three other children in foster care in that state. They came to my state and lived with a relative and then due to neglect, these two children were taken into custory and were placed with us. The treatment plan here required them to go back to their original state and clear up warrants, jail time, and the cases on their other children. Then the parents said they were coming back to do the treatment plan on these kids. Bio dad is in jail now but bio mom isn't doing anything with her kids in the other state and now she wants this case moved to the other state. Could that happen or would she have to come back here? My heart is breaking for these little ones.
