Agencies/Attorneys with low initial fees?

Hi Everyone, We are currently working with one small private agency within our state. However, in the five months we have been activeӔ our profile has only been shown once. In an attempt to become more pro-active Im looking to contact other agencies (or attorneys) that may be willing to add us to their waiting families list with little, or no, upfront costs. So far I havenҒt found any options outside of the ones that have been mentioned on here before (the big agencies in Utah). It is especially difficult because our out of state budget is 25k (excluding travel and lodging costs). Weve already signed up with three referral services (Little Bit of Heaven, Heaven Sent, and A Bundle of Joy). We are also willing to look into agencies with outreach programs where our profile could be shown for free, and we would pay the fees if we are matched.
