Searching for Uncle born in 1938 or 1939 in Arlington VA

I am searching for my uncle born in Arlington, VA. He was given up for adoption at birth in 1938 or 1939. He was given the name Billy Macartney. Exact DOB is unknown. His mothers name was Frances, she was 19 years old. I am sure that the adopting parents changed his name. But like my adoptive parents, they kept my birth name but changed the spelling. I was adopted but found our birth family in 2000.

My uncle has 3 half sisters and 2 half brothers.
