Received Pre-Adoption Certificate- Now what?

Hello- I've just received my pre-adoption birth certificate in the mail. It has necessary information to start my search. Does anyone have a recommendation how to move forward? I tried looking up names listed on the certificate, but haven't had much luck getting any direct contact information. Any info or help is greatly appreciated!! Thanks!
