Bio dad "not in picture"

Thank you for all of your replies. I guess I'm just going to be in wait mode until a possible TPR trial. Bio lives in state so I'm sure he's been notified. I'm not sure if his family was considered. He has several (at least three I know of) children. I know he was sought for child support on the girls and never paid. It's been about four years. Not that that would mean he couldn't get custody, I just know he wasn't found or garnished for that so? No clue. Haha
