state not renewing with private agencies?

I foster through a private agency. I recently heard a rumor that the state was not renewing their contracts with all the private agencies that provide foster care - so we could no longer receive a dyfs case through our agency but still could receive a private foster case. Has anyone heard of this?

I heard that the state will be closing 20 private foster agencies for budgetary reasons...but I wonder if the recent incidents in the news relating to private foster agencies (using state money for gym memberships, etc) has anything to do with the closures.
