My husband was in the system in California for four years from 13-17. He has multiple placements (over a dozen) and he never did have the entire story. Both his parents don't really have anything to do with him and lie when they do, so he doesn't trust them. We decided to look into foster/adoption and in our classes the social workers told him that he should be able to access his records in CA (we live in Indiana). So he called six months ago and was told that he could and that it would take a month or two (since he was in care fifteen years ago, the records were off site). In the six months we have received a couple calls saying they finally found the records after four months and two months ago they called and said they would redact them and it would take a week or two. He has been really patient, but within the last week he has called several times and cannot get anyone to answer the phone and he cannot get anyone to call him back. We even left a message for a supervisor to no avail. Is this as the point where we need to get a lawyer? Can we draft our own subpoena? Or is there anything else we can do to get the records sent to us sooner rather than later and speed up this process? He has been really patient, but I think he has reached the limit of his patience with them now ignorning him.
I would just keep calling and calling. If you get through and they say that they can't help you or they don't know then ask to be transfered to someone else. I personally don't think paying a lawyer is worth it. Think of the money thay could be wasted. I would hold off from leaving messages though. It can take them a long time to reply if you are not right there on the phone. You could try email as well maybe.
