Caring for Kids or Building Blocks (or others?) in Ohio?

I'm working on the first steps of trying to adopt a waiting child (aged 2-6, probably) through foster-adopt or a public agency in Ohio. I like the idea that you can apply for both the waiting child program and the infant program through Building Blocks, but am also looking at Caring for Kids and a foster-adoption situation. Would love any recommendations on either of these two agencies. Thanks!
